相比连续5年翻番的中国风电发展速度，太阳能发电在中国始终处于“不温不火”的状态。
0 n9 m( w$ n& O# z& N  C　　尽管我国的太阳能电池产量达到了800万千瓦，已占据全球的60％左右，但95％都出口以欧洲为主的海外市场，国内太阳能发电市场的规模依然较小。截至2010年底，我国光伏发电装机只占全国9.6亿千瓦发电装机的0.08％。
　　2009年，我国启动了国内太阳能发电市场的建设，通过特许权招标和“金太阳”工程等方式加快市场发展，但国内太阳能发电市场尚处于起步阶段。
  J) ]6 ?$ e  y; c* ]　　根据能源局公布的最新数据，截至2010年底，全球太阳能发电累计容量超过4000万千瓦，2010年新增1500万千瓦以上。2010年，我国组织了13个光伏电站特许权项目，在建的太阳能发电项目总规模已达100万千瓦左右。
　　此前发布的“十二五”规划确定，中国到2015年将形成500万千瓦的并网太阳能发电能力。
　　而据国家能源局可再生能源处处长董秀芬透露，国家能源局负责编制的《光伏发电“十二五”规划》已明确将“十二五”装机目标上调为1000万千瓦，到2020年的光伏装机目标可能大幅上调至50吉瓦。相对于此前公布的“2015年我国光伏装机将达5吉瓦以上”的目标翻番。

　　据介绍，这1000万千瓦将大致由三部分构成：第一，“十二五”期间在青海、新疆、甘肃等省区启动太阳能发电基地，在内蒙古、宁夏、山西、西藏等推动重点大型发电项目，此部分约占650万千瓦；第二，约300万千瓦的分布式光伏项目，主要以中东部用能集中地区为主，按照用电量指标安排项目；第三，约50万千瓦左右的离网太阳能系统，主要在边远缺电地区应用。
